Laws

  • Title VI (1964)
    • Schools with bilingual programs require teachers to speak, read, and write in the native language of the student and English.

  • Equal Educational Opportunities Act (1974)
    • Schools must take fitting steps to diminish language barriers that interfere with student learning.

  • Elementary and Second Education Act (1965)
    • All students between grades K-12 must be given education.

    • Title III of ESEA

      • All students achieve English proficiency and the same level of challenging academic opportunities, in order to have all students under the same achievement standards. 

        • Annual increases in the number or percentage of children making progress in learning English.

        • Annual increases in the number or percentage of children attaining English proficiency by the end of each school year.

        • Progress for ELs in reading/language arts and mathematics.

  • No Child Left Behind Act (2001)
    • Standards to challenge all students must be implemented into school curriculum. This requires these students to be assessed no matter their racial, ethnic, or cultural group.

  • Individuals with Disabilities Education Act
    • Provide students with Individualized Education Plans (IEPs) by working with students and their families.
